The Cost of Living Index is compiled by ACCRA (American Chamber of Commerce Research Association) and measures the costs of various goods and services of a community against the national average of the exact same set of goods and services.  A truly average city's index would rate as 100.0 making Springfield consistently 6-10 points lower than the average.
